I'm preatty sure that DoV has the same effects as Vr 3.
The problem is that the BD has to wiat till he hits lvl 74 to get it, I sware it's ******ed the lvls you get skills...I was looking into this and was goign to post about it.
BD gets useless fall damage dance at 64 and gets usefull vamp dance at 74..they should be reverted!

I disagree, getting all your usefull skills early isn't much of an incentive to level :p
Just party with an SE or another healer in the meantime ;)
