DOT attacks question

I would like to ask a question concerning my DOT's. What does affect the chances of skills like Freezing flame or Poison, landing on a mob? I mean, appart the use of sps and Mattk. Constitution, wit, something else? And who's stats matter? Mine, the target's, or mine versus the target's? What can I do to increase the chances of these skills landing (as I said apart the use of sps-bsps)? Also, are there any mobs resistant to these skills? Any information is welcomed.
I always assumed our DOTs were level based. Generally, during the first buff round in a new place, I try most of my DOTs and my sleep to get a feel for what works and what doesn't in a situtation. Our sleep seems very powerful but root and some of the DOTs seem to miss more. Winter seems to land the most of any of them. It is also a sweet debuff and seems to help alot. The other one I like is the decrease accuracy one.

As for Posion / Flame, I tend to use the Posion more becuase it is a higher level and it uses less mana to cast. This is usually the first one I fire off and then see if it lands on anything. I woudl then use the Flame if needed.

For landing DoT's or Debuffs only three things matter. Listed in order of importance.

1)The level of the DoT/Debuff
2)The level of the target
3)How much Matk you have. (AKA SPS/BSPS)

'Attack' DoT's have a horrible landing rate without the assistance of sps/bsps. (Poison or the Flame skills) SPS is usually enough to boost the land rates high to be useful. I think this is because land rate uses the straight matk whereas damage is a square root function. And since DoT damage isn't affected by Matk (At all!) you only need enough matk to get the skill to land.

Empower the SA give a minor but noticable increase in land rate, while Empower the buff gives a much more significant boost to land rates.

For mobs resistance, I've only noted that specific resistances are about the only thing you need to watch out for. AKA Sleep resistance, root resistance, etc. For 'Magic Resistance' it's more of a non factor. This is becuase DoT damage is less dependent on Mdef for reducing it's effects. A specific poison resistance may reduce the damage more, but it shouldn't prevent the skill from landing.

'Defensive' Debuffs have a very high land rate. (Winter/Slow/Chaos/etc). These land at a very good rate even without shots or buffs. They still benefit from high Matk though.

'Status' Debufs (Root/sleep/silence) have a much lower land rate...pitifully low in certain cases. (Mirage/Fear/Madness)

Again all you can do to get these to land is increase their level or increase your Matk. And again, SPS/BSPS are the easiest and fastest way to do so.
Thx a lot for your answers. I just read that MEN and WIT are affecting resistance to curses. So I wonder if these attacks are considered "curses", specially the "HP degeneration" type. And if all this is valid for Pve as well as PvP.
Any ideas?
