I am a level 19 Mystic....right now I have only trained Life Drain/Ice Bolt/Wind to max level. I have about 19k SP's and was wondering if it was even worth it to get the other spells since I never need them.
Kind of depends what class you want to go for. Generally, at that lvl I would still learn all skills. Especially if you go the healer/buffer route, since all skill you will learn later on are upgrades of these low lvl skills, so you will have to learn them anyway. But even as a nuker, having shield/heals is a good thing, and the armor/weapon masteries are a "must have", too (weapon mastery increases your matk, too, and thereby your nuke damage).
Basically, there's simply no reason not to. SPs scale upwards in a manner that makes the costs of those skills very insignificant even to your 20-24 skills. Also, SPs become much more plentiful in the 20s-30s, especially if you join Raid Boss Groups. My Dark Wiz got all of his level 30 skills by level 32 or so. Yeah, lots of extra SPs.
Also, NEVER neglect Weapon Mastery. As a nuker, it should be one of the first skills you raise, right after your two main nukes.

When I lvl my new skills I upgrade weapon mastery first then the nukes. Afterwhich I can pour a few into things like sleep, silence, slow, etc.
Remember that the class splits at 20. Healer or nuker. That should help you right there. Also, you really won't need frostbolt much (I never ever had it) so no need to put a lot into it. If you do though don't worry about it, you will get more sp.
You will also not need spells like poison. In prelude you could use it to lvl slow mobs. Mages would nuke these and essentially go and find more of them, eventually applying poison again. The mobs would die, you would get xp and gold and then you would continue.
Now, there aren't any slow mobs left (not like they used to have. Now, if they are slow they can also nuke from afar).
