no, theres a specific quest for novice characters, the dagger has 21 p atk i know i saw a spreadsheet with listings of the different rewards to choose from. I'm just not sure how to get them, the weapon is not droppable/tradeable and cant use it if you have karma.

Wasn't that just a beginning of C4 thing?
Start of C4 event (http://www.lineage2.com/archive/2006/02/chronicle_4_sci_1.html)

Im pretty sure they've been taken out now

The quest was just for the start of C4 to introduce new players to the game.

And those novice weapons are still around, i know i have one on each of my characters on each server.
