My PW is almost 40, I'll have a +7 crystal dagger and mithril set (+4 evasion) I know at this low level not to mess with tats, but when I get high enough I figured I would. I plan ahead so I was thinking what I would do...I guess a +con for PvP but what to -? I figured the light elves are already weaker so not to -str and of course not -dex. So, do you guys think tatoos are just a bad idea in this case?
An effective PvP Set-- +Con -Str and.... that's it. As an elf, Dex it mucho important, so unless you want to take even more damage from your special for +Dex I'd advise against it. Also, an effective PvP set is to simply do nothing at all-- elves already have high dex and low strength to start with.
For a PvE set (which is probably more wise than getting a PvP set)- +Str +Dex -Con. Con is infinitely unimportant in PvE, and critting is mucho important-- especially go +5 Dex. If you don't want to be a stick, skip the Str tattoo and only get the Dex one-- critting often and landing specials is more important than health or non-crit damage.
Plated Leather Boots are 10 million adena, I dont have that much, I was thinking of just +ing out my dex or leaving it alone, I have a long time to decide.
Sin, that would seem wise except at higher levels in PvP, having +3 Con isn't going to make up for the generally poor Pdef that Plated Leather provides...for a dagger, anyway. Archers can even get away at wearing robes.

If you can't afford PL boots, you shouldn't be worrying about PvP anyway. Tats are going to cost you an arm and a leg, and the gear you need to squeeze into B and A grades is much, much more expensive than a plated leather set.
start buying mats for PL.. PL is the pwning PvE set.. You will realize it sooner or later.
Evasion is not good (even on PW) prior passives.
PL all they way -- it's good even in 70s.
+4str -4con is the first you will get and love...

PL is a PvE set --- you can use it against mages since pdef doesnt matter and still increases dmg (and PW is pretty fast even w/o dex) but PvP is like no way (although i have won tons of matches in arena in PL ). PL is good allaround w/ VR and swapping to bow is good too.
10 mill for PL boots is cheap, try 20 mill on Erica :P
If you want to get the boots cheap, from level 47+ you can start farming the mats from cave servants in dragon valley. After 2 or 3 levels you should have enough PL boot mats .. then you have to find a crafter

I have B grade already from my brother who bought it before he had to stop playing. It's not that I do nt have the adena, I just think 10 million for boots is ridiculous
