Many times people use the +1 before the lock to try to point out to the person posting that perhaps they should not continue posting threads that will only get locked.

Reported posts do help me out if you think I haven't seen a problematic post or thread. On the other hand, please don't notify the moderators about a thread just to get a reply -- that won't work. ;)
