I can guarntee that a +4 Men tattoo makes a noticable difference in mp regen speed. Unfortunatley, I can't give exact numbers as I forgot to record them before appling the tattoo.
MEN indeed does affect mana regeneration, but like with all stats, the effect of putting on a tattoo is more noticeable the higher your base stat is. That is, putting +MEN on a EE will result in a higher benefit than putting it, e.g., on a SE. Same for minus MEN, EE will suffer more than a SE. I have -5 MEN/+5 WIT on my SE, and the decrease in MP regen is barely noticeable. Maybe 1 MP per tick. Since 1 tick=3 seconds (I think, not sure), I lose about 20MP regen per minute (that is sitting regen, while standing the reduction in regen is lower since it is a % loss). So during a 20 minute buff round, I lose 400MP regen if I am sitting all the time, and maybe half of that if I am standing. That is like 3 recharges or heals. Not really something I miss, and the benefits of +5 WIT definitely far outweigh this penalty.
I didn't notice a drop in MP management when I put on -9MEN - but I had the unicorn boxer with me, so that doesn't count. I did, however, not notice a positive improvement upon the mana mangement (it still runs out at the same point within the buff cycle) after I took the +5 INT/-5 MEN tattoos off.
Personally, I don't think it's a really big difference.
Yes it adds more, since the regen tick is related to your overall mana pool. For example, the more mana you have the more you regen. So +MEN gives you more mana and that = more regen!

Are you sure about this? I haven't noticed a significant improvement in MP regeneration between robes and light, but I didn't really pay attention when I switched.
MP regen and max MP are effected by the same stat (Men), but things like robes, mana up SAs, bless the soul, and max mp passives dont affect mp regen at all.
Men doesnt affect mp regen all that much. I did notice a difference when I went -9 men on my spellsinger. But mana regneration buff makes up for it and then some.
Ive noticed the difference in mp regen between NM and DC.. not so much by sitting there and looking at numbers, but more noticing how much longer I can nuke in a party using the same mp per mob before I start running our of mp.
The main drawback with -men is the mdef loss. Changes to everything else thats attached to men arent as noticeable.
Yes, max mp and mp regen are not related at all. Otherwise I would notice a difference between unbuffed+normal weapon (around 3k mp) and conversion+bts6 (ca. 5.8k mp) on my SE, but it is exactly the same.
I definately noticed a difference on my EE going with the -4 men. She is a healer/recharger mostly for my Spellhowler and her regen is definately affected. It's just enough so that now she has to sit often to keep up.
Yes, that is what in meant in my post up there. EE has a very high base MEN, so a change of four points - positive or negative - will have a noticeable effect, since it is a % based change to mp regen. On other classes with lower MEN, the same change will have a lower effect. But in all cases the negative effect on mp regen definitely is not as bad as e.g. the positive effect on WIT in a +WIT/-MEN tattoo.

false, some stats have dimishing returns: DEX is most famous w/.
STR/INT/WIT have increasing returns...
The most terrible IMBA comes from this exact stupidity: DEX decreased in effctiveness the more it's increases, while WIT is the opposite...
Effects: less attack speed, accuracy, evasion, run speed for phys attack classes gained on dex than nukers on WIT. extra effect mystics get more movement speed from +dex than fighter classes.
Decreasing MEN is very noticable on all classes, an EE that get a -4 Men tat will still end up with a better MP regen than an SE who also does -4Men. It's not only the MP per tick it's also how fast the ticks regen. There is a BIG! noticable difference in MP regen when a Healer class gets -4 Men, the thing that is very noticable is that your party will have more downtime because the Healer will run out of MP faster.
Players who will tell you that the difference isn't noticable just don't know their actual regen rate and how fast it could be. But still after you get your healer class up to 60+, then a -4Men tat will get less noticable since the fast MP rcovery skills will really kick in.
