I'm a level 13 Human Fighter right now, and it would seem I'm going to mainly use daggers from levels 1-39. When the time comes to pick up the bow, will I be able to purchase those low level skills (power shot lvl 1, etc) or will they dissapear on me forever?
You will always have the option to learn every skill that has been available to you. In each town the skill trainer will always offer you everything available no matter what level you are.
Also, some skills become redundant and are taken over by better skills- Ie, dorfs get a stun skill that gets taken over by a hammer crush skill later. If you plan it right, you can avoid taking the obselete skills :>

you'd be surprised how many 70+ dwarfs still have stun attack on the bar
pretty crappy skill but when its one of only 2 active skills we still use it if we have to

Indeed, even as a Bounty Hunter you can keep social waiting an dance on your bar cause you have free space...I believe this is even worse with warsmiths who don't have spoil-sweeper-group spoil on the bar.
As mentioned before some skills you will never need.
However, if your like me, by the time to reach lvl 60+ and still have those lvl 1-20 skills you never learned, you'll get annoyed of seeing them every single time as an option. Ive just recently deceided to learn all those useless skill, not because I needed them, but because I didnt want to see them anymore.
So no, no matter what level you are, you will always have those skills available for you. And as a dwarf, you should have more than enough SP to get whatever masteries you want, since you wont be using all of them.

most of the time i have spoil on bar
but obviously sweep goes on a different bar because mobs dont turn blue much
i also have 3 types of healing potions and 2 pickup buttons

Sad, but so very true. Ive even put my haste and alc pots on there. Just because I hate seeing those empty squares
