just reached Elven scout last night and i was wondering if i need to buy some grade D armor, i see that there is different types and was wondering if i need to upgrade to it from my wooden set. What would be the best choice of grade D armor to pick for a scout. Also my current weapon is a Composite Bow which is pretty good is there any need to upgrade that atm either. I am only level 20 and working on my next levels.
You should probably upgrade your weapon first. Wooden set is pretty good for now since you shouldn't get TOO much. But when you finally start upgrading your armor, go for manticore if you can afford the boots (93 extra mana with top, bottom, and boots =D).
Most scouts are using Manticore set for DG, but you will like everyone else said upgrade your weapon first, then armour. Also if you find a bow is costing a lot, you might want to try getting a dagger to save on the mp if you've got the money to do so. :D
Best D-grade bow is the light cross bow. If you manage to save up around 1.7mil, you will be able to afford the second best D-grade and then upgrade at BS of Mammon for 480K ancient adena.
For armor set, you could try to get the Reinforced Leather set, gives 80MP instead of 92MP, and is much cheaper.
You can buy all of D grade, except the top of each category, from the NPCs. As pointed out earlier, light cross bows are the top bow but are not buyable. Similary, Salamander Skin Mail is considered top D light and is not store buyable, but all other D light armour is. Set completers, such as manticore skin boots or reinforced leather boots, are also not sold by NPCs and must be bougth from players.

Not true for all set completers. You can buy the entire Mithril Set from the store in Giran.
You don't have to buy the set completer from other players, you can get them as drops, in fact Stratics (http://lineage2.stratics.com/) has which mobs drop what.
Elven Mithril Gloves are still craft/drop only. Theres a reason they sell for several million. As for actually hunting for a drop, the only thing that drops Reinforced Leather Boots that could be soloed by a rogue without issue is a Wyrm. Wyrms are level 35, and archery resistant, but that beats the Punchers who are archery AND dagger resistant. Ant Recruits and Scouts of Plain are only going to be found in packs. I don't know how he feels, but a 1 in 5574 chance of it dropping just doesn't seem like a viable option to recommend.
i also just leveled a scout as my 7th alt. He's wearing salamander because i had it from another alt and I bought him a strengthened long bow since that was the only d-grade bow i could afford. He is one shotting leiren and leiren elders (sometimes--sometimes it takes 2 shots) at level 20...getting almost 700 exp each (and the quest pay out).
He has low d-boots, a helmet, and lowest d-leather gloves. Honestly compared to my other toons he never gets hit.
I know this won't serve him through mid-30's but for quite a few levels it will be okay.
Definately buy weapon first. Mainguiche is reasonable npc bought dagger too.
As far as ancient adena at BS of mammon--if this is your first toon forget about that for awhile. 400k of aa at 3adena each is another 1.2 million you don't have.
Buy from the npcs--don't over enchant them (the lower d-weapons usually aren't worth many 600k ewd's). Get a bow when u can afford it and a dagger.
That's my advice.
Alternative--use what you got through level 30 and farm manor a bit and hope you've saved to buy lxb (around 4.3 million on lionna--clean).
