I notice these become 'locked' to a character once he reaches a certain point. Is this 'lock' then permenant for the server or can I say, delete that character and then level a new character and have the bonuses for them?
If the answer to last question is "yes", do you need to wait the full 8 days for deletion or just slate the character for deletion?
Basically, I'm not happy with the class/race I'm playing and what to know if I have to switch server to get the bonuses on any new characters.
You're going to have to switch servers in order to get those newbie bonuses again. Once you outlevel them, they can never be used again on that server.
Once you get over level 8 (I think it was level 8) that is considered your main. And deleting that character will not free up the bonuses to assign them to another character.
So to get the bonuses on a character you want, yes you have to switch servers.
BUT, what i would do is to just make the character you want on the server you are currently on. And uses that buffed character as a way to help all future characters of yours on the server.

Yes indeed somewhere around lvl6, it happens way to early as you can't even have skills at that time. So you know nothing about your character at that point (well unless you are rerolling but then you don't get the new player bonuses anyway so...)
It seems a little imperfect to me, as I imagine it takes more than 5 levels) or whatever) for somebody to determine what class they which to play. I can see they want to minimize the impact/abuse but still, a little harsh. I wonder how many people end up in my situation, switching servers or levelling their main to 24 without the newbie bonuses? Probably a lot.
It's annoying because I'm leaving the Euro sever but I am in Euro.
Thankfully, one of the US servers has a similar ping to the Euro server and has less load. I'm just concerned that they ping will drop once the load goes up.
I suppose what I could do if I wanted to stay on the server is at least save earned equipment and adena. Can you put adena in cargo deposits? Also, if I deposit cargo at the human starter warehouse could it be picked up by in the orc warehouse? (by an orc :p)
There are two different warehouse functions and neither of them can cross servers. The regular warehouse is unique to your character and goes to any town with a warehouse so you can put something in dark elven village an get it in Aden.
The other function is freight. This costs 1000 adena per "stack" of items and travels between characters. You have to specify which character it's going to and they have to pick it up in the same city you dropped it in. Note: some cities have multiple warehouse locations but only the city matters for freight.
