What are your leveling suggestions for this increment of levels. As in places and quests, also i've been told that raids could be done this low and if you could I'd like some information on that too. :D
Quest Dragon Fangs from Guard Luis in Gludin gives you a piece of mid-D grade armor. I've heard of people that got an Aspis or Blue Buckskin Boots, don't know what else you can get, or if these are the only possible items you can get. The quest is rather long, but you still get xp, sp and drops, so why not :) You might want to wait till you're around 23 till you do this quest.
the answer kind of depends upon where you are in game and what you intend. if you are leveling an alt and want to quickly level then raid bosses will take you quickly from 20 to 30. Raids are relatively expensive and many of the bosses at those levels have pretty weak drops--so you will NOT make money as a rule raiding. You will level quickly.
If you need money (like for a first toon) I would suggest NOT raiding since it's not a steady way to make adena.
The ol mahum quest is okay (from guy in sw corner of gludin) and I think at level 25 you can get the quest in orc barracks which I've done a million times. That quest for spiders (king of arachnids and lizard matriarchs from gludio that follows the ol mahum quest is good around lvl 30).
Again, Necropolis of Sacrifice is pretty typical for everyone from 20-30---personally I have never associated the hunting there with good money but have always believed they gave good exp and allowed you to level pretty fast. You have to sign up for 7 signs to to go in there.

I would only raid if I had a good amount of adena and just wanted to level quickly.

What class are you going to be, a scout or a knight?
For a knight, I would suggest manoring in Necropolis of Sacrifice (if you can make the hand-in), for a scout, the area around Fellmere Harvest Grounds is very nice.
I'm not so sure about quests, as most in that level range simply aren't worthwhile.
