Recipes for anything other than converting fish oil can only be purchased from a clan with a clan hall. And there is a fishing guide in the guides section of the forum, also a fishing wiki, that can tell you which color lure to use to get mostly scales. I can't remember which color off the top of my head sorry. Oh and much higher than fishing skill lvl 14 and you will stop getting regular fish scales, all you will get after that is shiny fish scales.
