These skills are primarily intended for use in PVP as a part of the class balancing effort featured in Chonicle 5. Part of the issue is that you can't actually see a monsters MP bar, thus limiting a tanglible aspect of using the skill.
I dunno about you, but I can't see my opponent's mana bar in PvP either since I DON'T CHEAT!

Well unless its a healer or buffer with mana up/conversion just estimate mp as being 1-3K max and plan accordingly.
Monsters have a much higher range on max mp (antharas prolly has in the millions)
Didn't you buy the special collector's edition of the game that came with these nifty glasses that make MP and HP of other players show up? No? Run out and buy it!
I for 1 think the changes are good. 12 clans was far too many for an alliance, 3 is sufficient.
I also agree that clans themselves were far too small. The key here is empowering clan leaders to have more members without having to create a zerg alliance with other leaders they dont necesarely trust.
This will also make people in alliances closer together, less clans and more people per clan is the way to go for many reasons, such as clan halls, castles, etc, more people get to enjoy them than just 40 in the main clan.
It will simplify leadership within alliances A LOT.

Exactly the reason why he said its intended for PVP purposes. He said at the end that it basicly isnt intended for PVE because you can't see the monsters MP. Comprehension is your best friend.
In the statement he says that you can't see the MP in PvE, thus limiting a tangible aspect of the skill. That implies that you can use that tangible aspect in some other area, where it is useful. There is PvE and PvP...

Thats a very good point. He made this statement as if there was a difference. Saying that it wasn't intended for PVE since you can't see a mobs mp. Does he think you van see enemies mp during pvp. We all know there is only one way to see mp of your enemy in pvp. So what is he implying?
I've always wondered if mobs have an actual MP pool or if it was unlimited. I don't see the use of MP draining mobs though if you can kill them fast enough, it would be less efficient to even try. Generally, i'd opt to silence mobs if the caster types are that much of an issue, or you could avoid them. In PvP, I can understand the use of such a skill, especially in a Siege where mages need thier MP and they don't recoup the loss when they die and respawn. It can effectively take them out of the fight almost entirely, whereas Silence would only need to be worn or died off.
Indeed, there is no reason to mana burn regular mobs. BUT, I will be very happy to know that I can burn out all the mana from a raid boss. Especially if that RB can cast paralyse :D
