People are testing C5 on the pts and things are being discovered all the time that are problems / bugs / general gripes.
I wonder if when L2 in N. America and L2 in Korea are at the same stage, ie, C5, is there any difference between them except for the language. Is there any point in people complaining about things such as the sleep nerf if we automatically follow where Korea leads.
but to answer your question, both KR and NA L2 will be updated (just not under the "chronicle" name - more of an expansion they say) so keep complaining and you may get somewhere.
The updates we get are the same aside from languages. However, NA also has to go through pts, mostly because we have a much different playstyle than KR. Most of Kr is more Pve oriented, and the smaller group that pvps, are only really in arenas and sieges, so they get very little testing done for clan wars and open pvp as far as i know.
PTS is to test link bugs in quests, translations, and other errors which may be introduced during the process of transferring to an English client. Those bugs could include potentially anything if you think about it. In reality, much of the PTS is as much for our benefit (to learn about the game) as it is for NCsoft. In L2 knowledge is power. Learning on the PTS goes a long way for live.
