They have to flag on you or their party needs to flag first before this or any of your AoE's can be cast.
the only two things you can do against an un flagged white is Drain and Hammer Crush.
I know it sucks, but if they didn't do this, the grief factor would be hugh. I know I would grief bots with these spells all day, and I am quite sure that there are some players that would do so randomly.
On mobs, you can cast this, followed by a DoT spell and watch the mob's HP drain away. It is very useful. However, even if you could cast this on another player, the DoT damage will break the dreaming-spirit spell on a player.
This spell, like 'Sleep,' is really here to save your Low-Pdef rump if you draw a bunch of adds in PvE. Seal of Binding is another good one for this (although it does not stop ranged attacks as you run away, so be careful which you choose.)
One important pvp factor, as an Overlord I found to my dismay you can't cast it on someone in your party. I had a party member keep flagging on me. I couldn't do anything to him till I dropped party.

Sleep and root are the same way. Not in party or clanmates.

And windshackle. And poison. Anything that doesn't deal any innitial damage.

This is not true. I do this all the time in the arena and in PvP. That is whole reason we can't cast the DoTs on whites, because it does no inital damage but is rather a damage over time spell.
Once a player is slept, any and all of your AoE's can be cast without wakeing a soul up.
Sooo, is the arena different some how? I know I do this all the time to my clannies there and I have never seen them wake up.
I don't want to pass bad info out, so this is just a clarification only. That, and I don't do these in real battle much unless I am just trying to provoke more of a response.
