Yes. It's decent in pve, since your's main goal is to so as much damage and kill as many mobs, it's also good for nukers who dont care about defence most of the time.
For pvp people dont use it, or almost never use it =)
1) Pa'agrio's Glory - where do I find the amulet for that? (maybe I'm just blind and missing it).

Is the loss in pdef and mdef worth the other stat boosts? Is it mostly a pvp buff or pve? or both?

2)Never heard the Phrase but I assume it means the Berserk buff, Rage of Paagrio.
It's a bit of an iffy buff in C4. The negatives aren't so bad compared to the positives for all but the tank...in C5 forget giving it to anyone but a mage. For the most part many consider it more of a 'debuff' than an actual buff. Hence the 'can cast on' nerfs in C5 also. PVP and PVE uses are about the same...except melee want it less in PVP due to the -mdef.
PS - Whoever decided to make it Pa'agrio instead of leaving it Paagrio needs a good smack. You do NOT change names like that after 2 frikin' years! Ditto on all the completely silly and pointless (and in many cases WORSE!) changes to names in C5.
