im lvl 17 and am spending to long sitting down restoring mana its like every 10 mins i gotta sit down for 5 mins restoring,,it getting annoying,,,is there anything i can use at my lvl to regen mana a bit quicker thanks
If you can get a a level 30+ elven oracle/elder or shillien oracle/elder they can regen your mp with a skill. Otherwise you are out of luck.
Depends on what class you are. Some classes can regen MP quicker if they walk instead of run therefore you will have less downtime walking about and killing than running.

I think there will also be instant mana pots in C5 which will help. Other than that you have to sit to regen, your regen speed goes up as you level if I remember correctly (could be wrong on that).

You need better parties.
Human and dark elf wizards get a skill called body to mind at level 25. It trades hp for mp. That should be of some help. -Though only spellhowlers and necromancers get to upgrade it after 40.

Depends on your class as well. If you went Dark Wizard (Dark Elf) Who will be going SH. You get a skill called BTM - Body To mind & it sacrifices your Health to regenerate your MP. It will help decrease the sit down time.
You can also consider getting robe sets and other equipment that increases your mana supply. These are really an indirect help, they increase your Total mana rather than your Mana Regeneration speed. This helps you regen more mana when you are not hunting (in town getting skills or shopping, for example) so you do more hunting prior to your first mana break.

When you level you fill with mana, so always be sure to maximize this.

Different spells use different amounts of mana and all spells do more damage with spirit shots and blessed spirit shots. Experiment with how much damage it takes to kill different mobs. You may find situations where you can either cast spell 'A' four times at 15 mana each or spell 'A' once for 15 and skill 'B' with spiritshot twice for 10 mana each. By paying for some spiritshots you will have saved 25 mana per mob, basically trading adena for mana.

Stronger weapons will kill quicker, thus saving mana. Different buffs (like empower) will do the same. Eventually you will be able to wear robes that increase your mana regen rate, like Blue Wolf. Tattoos may also impact this.

So there is no one simple answer, this is a complex game. Rather, there are lots of ways to maximize the efficiency of your mana usage and discovering and mastering them is one of the hidden joys of this game. Really good players are able to figure these out. So what do mediocre players do? They overenchant!

1. get an boxed SE
2. Befriend a SE
3. Buy a book

Mediocre players don't OE! My good friend in this game OE's everything, the stuff he plays with NO.. he OE's the stuff he's going sell, to make money, to buy the BG/AG stuff he needs for his main. Thats a smart way of making money, because mediocre players wont OE stuff, most likely they will buy it instead of chancing OEing it & breaking it themselves. :)

Yes, go robes if you can, most of them increase casting spd & increase to the MP amount you have.
