What if they made a new server where there is no eula?
Everyone can cheat as much as he wants to, can buy adena etc... No GMs would ever monitor the server, there is no way to petition someon, as there are no rules to begin with.
The other servers however are strictly monitored. The slightest violation results in a ban to the cheatserver :)
hmmmm.... I really don't know.... I could see this kind a server turning into a "cheaters testing ground" so all the exploiters, cheaters would be able to test there doing there, fine tune it and then use it on the other official servers.
But I do se something good about having a ploace to let ppl "blow of some steam" but sadly I think it going to hurt the remaining lawfull servers one way or the other.
Eh. You'd still have a lot of people on the server complaining and wasting the staff's time by wanting more fairness one way or another. "omg we wanted to cheat but that guy cheats way too much, plz fix!"
I don't think a game company would go for that.
1. They need some sort of eula. I suspect you want certain rules removed. I'm sure when you say cheat, do not mean to be able to **** the game. Nobody would play it if you could **** it to crash players and dupe, etc.
2. I guess by cheat you mean bot, and be able to swear, and any charactor name goes and maybe otherwise cheat by using current bugs/ glitches in the game. I would see this as a huge laugh on all the mmorpg news and review sites. People would be rofl. "L2 launches the cheat server!" "pay to bot legally!". In any way I see it, it's a tarnishment on the game unfortunatly.

A No-Mans Land server!!! No EULA agreement!!! Where you could do whatever you want. Actually I think a lot more bugs and exploits would be discovered a lot faster in this type of server.
I think your idea has merit and hope NCSOFT implement it.
I sorta agree with this. It would likely completely ruin the game's, and NCsoft's integrity. But it's a nice dream, on the other hand. Ship them off to Siberia!

I remember in Diablo][, there was access to such server (or world, realm). It was pretty funny to see sorceresses buffed to maxx speed and PVPing was fun "how the hell you did this" and such. Pretty much venting from harsh playing of D][ on hardcore.
Anyway, actually L2 has such servers, except they are not official. Some of them even do not mind botting etc.
I would keep official servers observed. Such unmanned may lead to more server instability due to exploits and so, and more work for staff that could be spent on live servers instead.

It'd get boring quickly. First people would hunt the bots for fun knowing there were many out there :) leaving you there dead for 6 hours until you get home from work or wake up :) you'd need the no-pk legal bot server. lol you would'nt get a free botting, no rules server in reality. Your bot would just get farmed by pks and you'd come to the boards mad that the botting server was a failure! hehehe ( don't take me seriously i'm kidding around) :)
But you know, cheaters don't have 'fun' unless they get an advantage from it.
You wouldn't believe the amount of whining all the hardcore botters/farmer supporters on our server put out when they fight against other botters or farmers.
I find it funny to stand back and watch the fireworks.
In a way yes, if all cheaters are on one server, legit dwarves on the other servers would really shine.
If thats your only reason, then no....
Removing all the rules and polices in the game is just such a bad idea. The only reason for a person to come up with such an idea is so they can cheat themselfs...
Only on 1 server, where are the 4 yr olds can kill each other with +16 weapons...
Unfortunately, the 4 yr olds do not want to kill each other with their +16 weapons... simply cause they cant, cause they are to dumb to play a char right, that needs more than 2 keys.
What they really want is killing defenseless people, who do not cheat and brag about their ubar l33tness. And they wouldn't be able to do that, as any honest player would not log into such a cheaters paradise, unless they get paid for it.
You would not attract the right people, very much like in CS people with auto-headshot programs do not want to play against others using that same program, as then they might be loosing.
Cheaters do cheat, cause they want the unair advantage they are getting. If their unfairness would be no more advantage, they will move to a place, where they can r0xx0r again.. And that is still the legit servers with the legit players.
So there is nothing to be won with that suggestion.
But maybe the hardcore ebayer with a +16 will enjoy killing the moderate ebayer with a +14 who in turn will enjoy killing the casual ebayer with a +12 etc.
And the casual ebayer will ebay some more cos he wants to kill to moderate ebayer etc...

I dont think it would work. Most people cheat so that they can be better than other players. If there was a level playing field for all cheats then it would be no fun for the cheaters as they would not be better than everyone else.
Why play on a server where you are level with everyone where you could play on a server and be more powerful than most other people.
Cheaters are cowards who cannot handle the competition of fighting on an even level. They cheat in order to gain an unfair advantage, in order to wield that advantage over players whithout that advantage.
A No Eula server does not provide a cheater with what he wants.... an unfair advantage.
That type of server would definitely attract cheaters and cheater-curious players in an effort to help develop and test the best cheat programs... but done so in order to employ them on the servers on which those cheats give an advantage over legit players.
There are already private servers out there where xp is faster, drops are better etc. You don't see any slow-down from the cheaters on the retail servers. They need to be "stars" and get attention by owning and need to cheat to do so.
On a server where everyone does it, stardom would require that much more effort, and the last thing a cheater wants to do, is make an effort.
This would be such a fertile ground for all adenaselling companies , that farmers would leave all other servers
Then sell those +++ed weapons by NC directly on that server :D More money to mother company. I can imagine various actions like "Win first prize in cheatmatch - first prize is 10 minutes of GM time, he will do whatever you want in game in that server!" "Bid for ultimate glitch to get to Antharas for free!" LoL I am getting offtopic there, but could not resist wild imagination.
About the diablo: Sorry it was not server or so itself, it was open realm wher you could play with your offline single player characters. And they were easy to cheat up, because all data were stored in local copy of the game.

That would be called the PTS (only it has rules) and why NCsoft has a huge staff of people behind the scenes working to fix bugs/exploits.
Besides that, why would I want to go into a world where there a free flowing legal bots when the world I play in now is already filled with them to the extent that I cannot even hunt monsters my own level because there are hoards and hoards of them hogging everything? Isn't quite my idea of a good time or a good way to blow off some steam.
The flaw imo in the OP premise is that cheaters must be present to cheat.
The way in which unmentionables collect so much stuff is defined as hands off--in other words, there is no limit to the number of servers they can cheat on!
They can set up programs to cheat on your new "no man's land" server and STILL continue to cheat on your current server at exactly the same time.
As for those who just buy gear they want rather than working for it? I'm betting the 'buying' process is pretty simple, yes?
They could buy millions of adena on the cheater's server (lmao--what would a brig helm go for on that server? 500 million adena?) and also buy as always on the other regular servers.
