Legal right up the point where he actually fires up the jet. Flames coming from the back of your car are illegal. Just like the little flame throwers you used to be able to add to your tailpipe became outlawed, this would come under that. In Oregon cops would probably ticket him for not having a red light on the rear of the jet, sticks out too far past the rear bumper not to have something there.
