tis a complaint. Heard many a word from people across different servers that when people cant beat a person, they have their clan and allies petition the person until they are banned and I believe its true.
"Hey... I don't like you" = pettition x 4 (per day)
"Clan, let's pettition this fool" = pettition x 160 (per day)
"Alliance, let's get rid of this whole clan" = pettition x 1,920
depending on what X = ? the servers could and probably WOULD be empty in less than a week.

This is NOT how it occurs. The petitions trigger an investigation; the results of the investigation determine whether or not a ban occurs. No matter how many petitions, it is still one investigation. So, don't worry about being banned based on the number of petitions accusing a player of misconduct. Only the investigation can result in a ban, never the petitions.
in theory this is a good suggestion (suggested before as well)
within days all raid boss farmers would be gone
withing weeks the legit but griefer alliance would be gone
within months the strong pvp alliance you war would be gone :P

Sounds to me like someone got caught with their hands in the cookie jar plus a whole lot of delusion.
Once again, read in context. She is complaining about conceived current circumstances, not suggesting such an idiotic system.

"um..." Not to be rude but that's only one meaning of the word "Conceived". What she probably meant was either of these:
Conceived -
1. to hold as an opinion; think; believe
2. to form a notion or idea of; imagine.
Anyway, /ontopic, I find the whole notion very improbable. I guess many reports are more likely to bring a swifter investigation though.
It's like a common thing with some clans on Kain now to hear someone say they will have their entire clan petition you until you get banned . Some have even changed their sigs on blah (as a bust on other clans) to say "if you can't beat them, ban/petition them"
