I have gone to talk to the dawn priest in Dion and I only can purchase the record of 7 signs, but no other options come up???

Wait till monday, then depending on your server, either join the Lords of dawn, or revolutionary army of dusk. For my server (Gustin) Dawn is the way to go but may be diffrent on yours. Anyway, you can only join if your 20+, you tlak to the nPC and ask to join. If your 40+ then you need cerifict of approval. or 50k but people usaly sell the certificates for 15k-30k
