Sitting in a group that is doing illegal things is a social problem. All someone needs to say is, "I was just sitting in a group."
It is a different story if we find some sort of "deal" was made to powerlevel an account.
I mean, folks that know bad things are happening and either just let it happen or profit from it in a pariphrial way is a social problem. The "I didn't do anything illegal, I just benifit from it," attitude is the social problem.
Hope that clears that up. I do not think anyone that cheats should get a pass. It comes down to what we can prove.
There is a condition in the US as being an accessory to a crime. Ban those you can prove violating the EULA and give a temp ban (3 days maybe too short, more like a week long) to those sitting in the group etc for allowing/assistng illegal behavior to go on. Provide an incentive for the players to tell cheaters to go pound sand. Currenty, there is no reason why a player should not sit in a bot group, they have all potential gain and no risk. Change that equation and I think the situation will change accordingly.

Making new regulation is good, but what good does new law do if it is badly reinforced?
I am not going to make general comment like "NC's enforcement on illegit activities suck".
What is a reasonable timeframe to ban a bot? Starting from the time GM reply to you with an automatic messege claiming that they will "investiage and take action if there are beyond reasonable doubt". I don't know about how fast people level, I play my summoner an hour or two pre day killing doom scout/knight/solder in the same place for nearly 3 months.
Everyday I spent some of my time running around, writing down names of the bots. Since there are so many groups of them, I need to multiply reports to finish submiting the "list of bad guy" to the GM.
Till this day, before I log off waiting for C5, those same bot still farming in the same area. Can you imagine, spending many of my little in-game time reporting "more than obvious illegit players" to the "rumored to be blind GM" at least once a week, 3 months later you still see the same name, the same population, the same problem occur in the same area.
The situation is so bad that players no longer rely on GM to take care of the illegit players, they simple leave with them like me or get the hell out of the game, and meanwhile flaming anyone that mention the name "L2" in any well known MMORPG site.
In Penny-Arcade forum, if you make a thread for Lineage 2, it will either sink to the bottom or lock at sight.

Ya but say you have a group of six players. One guys says he will bring his boxed Se and in all actuallity that person is using a bot program. The whole group cant get banned because of one person when they had no idea or maybe did but didnt want to say anything. I know that the numbers are different bots are bots. You cant just say "well i will or will not temp ban you because the amount of bots in the group where different". That would cause too many issues right there.
