i started over on franz, and was waiting for somebody i knew, but he didn't show up. so i emailed him and he says he quit the whole game because "ncsoft announced server transferes and its going to screw up all legit players rerolling on franz".

and if that is true, i am sure a server like franz would be excluded from the transfer list, right?

Seriously, there are a few rumors about account transfers over in Korea and that the future updates will not be called chronicle anymore and suddenly the sky is falling
There are no account transfers or server transfers.
You can tell your friend that he can come on back, the water is safe now. ;)
The previous statement was we do not offer xfers and are not currently working on implementing them. They arent going to do them and thats that and if a few people leave, thats how it is.
Just to confirm, we do not offer server transfers or character transfers at this time.
At this time? Does it mean something like "Store is closed now, it will be opened later"?

At this time is a nice term to use should they decide to offer it later. It doesn't mean they will but just in case they do then no one can say they broke their word.
On the other hand I read something about being able to move chars from one account to another. I would love to move my prophet to another account. If this happens I'd end up paying for another monthly.
