No, you can't go hunt if you're in reward period and not signed up. At level 20, try the starter dungeons or the new solo areas in Schuttgart territory.
I have a feeling Oxin was including ALL of Schuttgart territory. I.E. the Plunderous Plains and Crypts of Disgrace (20-30 or so) all the way up to the Golems, Pronghorns, and Bears in Frozen Labirynth. (53 to 63 or so)
The bandit place is almost all green to me at level 31 - I'm sure you could hunt there starting at 20, if not there then on the wolves and bears around the port-in.
I don't know how high it goes, but Schuttgart certainly starts early.

I find Cata and Necro are the places with most exp points - that why i insisted on cata and necro... ignore my ignorant.
Thers curently 2 dungeon I know who wuld suit your lv, it's the dungeon in the dwarven land the far most away one will say forgot it's name.
Second dungeon is elven ruins. Both dungeons the mobs goes up to lv 20.
Mid 20 to 30 or so thers another dungeon who open up for yeah, and thats the one quite a bit south of Gludin, forgot the name, was ages ago I was in there.
Shugard is the whole new regu=ion added in C5. You for 1 thing may tery buying adventrues book from any grossery seller and search for hunting grounds in it.
Yeah, at 27 Forgotten Temple starts being pretty good (although it might still be a bit too dangerous if the healer isn't hitting stuff). There's also the crypts of disgrace/bandit area in Schuttgart (check your map). The bandits area has a nice quest.
