The test server is where they put any new content they are testing out. Usually it is just the next Chronicle that is put on it (when the time comes) just before it goes live.

What he said. The current test server rates are 3x per Mistryl. But unless the rates are ridiculous I don't like a month or two of play being wiped out especially since I'm paying to test. On the other hand the test server is a great place to check things out if you have a throw away toon on it.
