Hello Im a new SO and I just made level 25 last night; so I got a boat load of new skills and I went out side Dion to test them out (empower and root are awsome), and on the way back to town I see this orc and hello there and all he said was buff me on hi or how are you just buff me. Is this normal? My BD sponsor told me next to prophets my buffs will be the most in demand Is that true?
It is normal, unfortunately. You are under no obligation to buff those kinds of people. I refuse to buff anyone with offensive/meaningless names or clan titles, those that don't ask politely or anyone that I just don't feel like. If I'm in newbie areas, I buff people all the time.
Now, one thing to be careful of is doing this in the field. A griefing tactic is to hit you once you start buffing. If you buff a flagged person, you flag and they'll drop you. It is common for a buffer outside of town to tell the person to sit down before beginning to buff.
Use your best judgment. Be polite and use full sentences is a must with me. If you want my time to buff you, take the time to ask nicely. "Baffs" always gets a big fat ignore.

My Shilien Elder gets that all the time. I was over near an area where (for those of you who know) there were these somewhat tough (to me) mobs called Doom Knights. I was having a reasonable challenged taking down the knights and the multiple mobs that just don't want to mind their own business but I noticed some extraordinary stuff going on. People around me were friendly and helpful...a little too helpful. They'd finish killing a mob I was killing so that I could buff them sooner. Rather annoying. For the people the come up to you and say, "buff me" you could play it several different ways...depending how how nice of a person you are. Me? Depends on my mood. They might say, "Buff me" and I might say , "Blow me". Or....maybe I'll throw them a Kiss of Eva (to extend their underwater breathing time) which is, of course, something they weren't wanting. Sometimes I'll buff them and they'll run off without even saying thanks. You get that warm fuzzy feeling of gratitude way down deep in the cockles of your heart. A while ago, when I joined a decent clan instead of the dead one I used to be in they gave me the ability to set the title above my head to whatever I wanted. You'd think putting "10K for SE Buffs" would deter people...but they can't read. Hell...the ones who might be saying those two magical words might only know enough English to ask for stuff and not know how to say please or thank you. So...do whatever you feel like. Manners beget manners in this game...except when you encounter someone who just plain wants to be an [insert choice word here].

Oh stick around...I've got plenty of cynical, acerbic insight into the machinations of people who play this game. It may not be the pretty fortune cookie wisdom some people will spit out at you, but you'll usually find it more useful.
