I am saving up for 2 (+4str -4con)... is that wise for a BD?

if your goign to neirf your CON make sure you only party with nukers..
DE's CON is so low that your opening your up to get stuned alot more by lowering your CON even more then it already is!
I'd also would advise that you go with mejestic heavy armor cause of the +50% to stun resistence. (trust me you'd need it)
for tattoos you can get them from a few ways, you can get them from spoil, raids, or merchient of mammon. +4 - $ are best to get unless your really broke then you can get some +4 - 5 from giran store.(same one that does symple making)
you have up to 3 slots for them.
max you can go is +5 - 10 if you want.(armor bonus stack on tattoos..so keep that in mind)
I'd probably would go with +4 dex -4 con then the +str.
Cause with that you will have better odds of acc, crt, run speed, dances will go up faster.
you can only add up to +5 to a basic stat (i.e. +5str -5con) not including armor sets.
For a bd doing mostly pve +str -con is a good setup. try not to decrease ur con too much because then u will get stuned and killed very fast by mobs or pvp situations.
