Dyes - How do stats work numerically?

I've tried to search for this but have been unfortunate. If someone can tell me by how many points does a stat goes up when a tatoo is applied. Someone told me it goes up or down by 10 points depending on the tatoo (+ or -)

any help will be appreciated.
