soon to be B grade. currently have full plate. contemplating between BW and Doom. thinking of getting doom with +strength tatoos. (personally leaning towards doom cuz of its shield as there is none for BW). this will be for pve, majority of the time solo, sometimes with the clan mates.
Depends what you like, in blue wolf you are going to have high damage output, in Doom you can easily do till high 60's as tank.
I know off a SK lvl 69 who still uses Doom and a +6 Dama...he is proud of not having to use A grade just yet. :) And he solos most of the time, even in cata's
Its all about what you want to do. If you want to tank for groups, get doom, if you want to solo then BW +STR isn't bad.
I'm not sure there is a great build for both PvE and PvP, most SK go with +str -con, but I cant stand to be so frail. A grade armors can compensate a bit for -con, but in B you are gonna be a stun, sting, and poison magnet, and you wont stand long. And with hate working in PvP now, survivability will be ever more important.
For PvE I would say doom and a dama w/focus (Doom since it is a very versatile set, good for both soloing and tanking in groups)
For PvP (even though you didn't ask :p) the more health you can get the better, so I would still stick with doom and try to snag an overenchanted C grade sword with health (since there is no health B grade sword >.<). I can't count the number of damage dealing SK builds i've destroyed just by having extra survivability.
It's important to remember that an SK was designed as a tank class. No matter how much you focus on increased damage you'll never be as strong as a true DD class. A jack of all trades is a master of none. Try to stick with what your class is good at...tanking. That being said, don't nerf your damage too much in the quest for the ultimate tanking ability. Also, if you don't ever plan on PvPing at all then disregard all that and go for the most damage output you can muster. Having more health doesn't make mobs hurt less.
