Enchanting Spellhowler skills

Can anyone post on what skill enchantments can do for the following skills (or if they can even be enchanted):

Hurricane
Tempest
Shadow Flare
Vampiric Claw
Curse Death Link
Dark Vortex
Wind Vortex

Body to Mind
Curse Chaos
Silence
Slow
Surrender to Wind

Also, is there some NPC that I can get this info from directly?

most skills can be enchanted for either cost or power. i do not think this applies to damaging skills like vortexes, or main nukes such as hurricane and death spike.

only when you are 76 and have more than 0 % exp may you ask your grandmaster for skill enchanting.

as far as i know you cant enchant any 76+ skills
most nukes will actually lose power when you enchant them and only increase in power at like +4
