That depends. A fully safely enchanted +3 B grade set will have more pdef than low A; further, the difference is small enought that the set bonuses are really more important. And the set bonus here is pretty poor in PvE.
If you were talking about tanking, esp. of a raid boss, and you could have anything you wanted of A grade or lower, take a +6 doom heavy set.

I'm not sure that a chance for wind shackle (keep in mind that 80% is the BASE chance, before it counts in level, resistances, MEN, mdef...) is worth losing, say, the shield block and HP bonus from doom. Given that raid bosses seem to have immunity to all debuffs now, I'd imagine they're immune to this effect too.

I doubt it works on archers. Everyone knows melee are too overpowered at PvP, so things like this are put in to boost the weaker mages and archers.
