I posted this in PleChan's fishing guide thread yesterday, but I have a feeling that, that place isnt as visited as this forum, so I repost, in hopes if getting an answer :)
Is there a list of what level you get the different levels of fishing, pulling, reeling and all that? I'm level 50, but I'm going to get a d grade rod, because I'm cheap like that. But if I remember correctly, I shouldn't get all levels of skills if I want to use a lower grade rod...
With higher fishing grades you get stronger and harder to catch fish. You will need to buy a better rod and use fishshots in order to be able to catch them.
I dont know how many lvls you can get before it makes no sense to use the D grade rod.
I'm not sure if this is correct but I think the higher levels allow you (as mentioned) to catch the better fish. I also think the rods are only usable if you have acquired that level of skill (as with all weapon usage) - A C grader can't use an S grade weapon and it's the same with rods.
Your limitation on using a D grade rod will just be that you won't catch many of the higher grade mats (although you will catch some) and you can only use D grade shots with that rod.
Anyone reading this please correct if I am wrong.
(Edited my usage bit as Red answered with what I meant but I hadn't said it clearly sorry Red :))

The fish rod grades are depending on your grade you have for equipment it has nothing to do with the fish skills.
Its just higher grade fishrods deal more damage to the fish.
You get better fish with a higher fishing expertise.
Maybe there is a limit on the expertise so you cant get the highest when your only lvl 40.
Oh sorry can't answer that one :( however you can trade mats you do have with the fisherman for your proofs anyway, doesn't matter what level you are. Some of the higher grade stuff is worth more proofs and you can use lower grade mats to make them however this is common craft levels not fishng levels and requires proofs to increase them - long winded and a pain sometimes
I've just spoken to him, he is A grade as I said and is level 24 at the moment with A grade rod and shots. Using D grade stuff, including shots it is practically impossible to catch anything.
Another option if you unfortunately do over level is to use the potions you can buy to reduce your level temporarily. I don't know how expensive they are so this could be a costly option however they apparently last 1 hour at a time and then revert you back to your previous higher level.
I read the manual - the fishing guide, not how to recall the thread. Its instructions warned that if you over leveled your fishing expertise, and I would imagine it applies to reeling and pumping proficiency too, you'd find yourself restricted in the low level fish you could catch. But I need those lower level fish in order to train on.
The Fishing Guild NPC is really giving away the upgrades. It's proving very tough to land catches in the starting area.
So I didn't fall fell of the restriction I leveled to 3 in each skill, bought up a range of lures, a no-grade and a D rod and set to trial and error trouting.
My equipment for fighting is D, so would I be better off using the D-fishing rod, or am I underleveled for starting to catch fish anyway, and would be better off returning to the NPC to rank up?
The instructions for this craft/activity are unclear, in the game. How is someone to know that where all other levels start at 1 and level with experience, fishing runs completely differently, just throws the levels at you and offers scant guidance to continue effectively.
Another thing, is how easy is it supposed to be, how easy is it intended to be made? Because, when first trying something it's not meant to be easy...So how is anyone supposed to gauge and seperate "too hard", from "relative inexperience" at the outset?

It's very easy to learn if u read the in game guide and buy the "learning" baits (dunno ig name).
In the guide u can read about the mastery and pump/reel lvls and how they affect your fishing and rewards.
The newbie baits teach u how to fish.
So "relative inexperience" should be the first 1 or 2 fishes only. Then u should be good to go to get fish with normal bait easily.
The lvls u can learn of fishing, pumping and reeling depend on the character's lvl, it's not that u can learn fishing lvl 25 when u are lvl 10. So the lvls u learn depend on your grade (rod + shots), but u can't learn more lvls.
What's unclear about finishing? Maybe I can help u out with it.
