Will i be able to do the quest for the clan D grade armor if i delevel my sub class to 39? I was able to invite my lvl 39 alt to the academy but...

No because you have to get the armor before the second job change.

what happens when you hit subclass, then delevel to 39 on it? Is it even possible? And will you be able to invite such delevelled subclass to academy?

If you delevel on your subclass below 40, you must level back to up to 40 before you can change back to another class.
You cannot delevel and join the academy on a subclass because you are still the subclass. For example, you cannot delevel an SE to an SO.
