No, there are clan halls that produce that recipe. I think what you are referring to are the materials. I know that the 1900 or so scales needed for the hat as well as the fabrics can only be gotten with night fishing (like 600+ jade, 600+ yellow, and 600+ black).

I just need to find the recipe.

No thats incorrect and i have it confirmed on my server, the question was for a recipe not materials and recipes you acquire from those really new clan halls. Materials have to be acquired by fishing though
