Charm on elven scout or silver ranger

I got a skill called Charm and so far I upgraded it to lvl 3. It says 'Charms the enemy to decrease its desire to attack player. Power 143.'

It just never works from what i can see. I am lvl 24 and sometimes go in partys but also on me own.

What is wrong with it? Any ideas or strategies for it. Thanks.

It's a waste of SP, really. It's one of those skills that sit on your skill tab but you never actually use. BSpS can fix the land rate, but really, in an emergency you'd UE, you wouldn't charm.

Thanks for the input. I have to agree with that reasoning. I had a feeling it was a waste when I tried it. I won't get any higher of it now. Anyone else got an option on it. I'd like to hear it.
