Dark red 9 lvls or higher
Light red 6-8 lvls higher
Yellow 3-5 lvls higher
White +2 to -2 lvls of yourself
Green 3-5 lvls lower
Light blue 6-8 lvls lower
Dark blue 9 lvls or more lower then you
Spoils are best on white and green. Drops and spoils get a penalty on blue mobs, but not on red or yellow mobs.
AFAIK and have tested, quest item drop rates are not affected by level. You can do a level 10 quest at level 75 and the drop rate is the same as if you were level 10.

Well. I was doing the lvl 37 class change quest for my artisan yesterday. In the latter part, wher I had made an imprint of a keyhole, and had to kill mobs to get questitems, for manufacturing the key, the walkthough for the quest said that items had a droprate around 1 - 4 .. The mobs were darkblue to me and the droprate was definitly lower than that.. I spent ages killing and droprate was lower than 1 - 10.. But this could be caused in misinformation on the site ofcourse 8)
I just did the WS Titan Key part and drop rate was from 4 to 30 mobs for one item. My level was 43 and mobs were dark blue.
Anyone have better luck with that part of the quest?
Clan quest for getting level 5 clan is affected by level. I had my BD helping an alliance clan leader get his quest, h eonly got a few items a cycle, me dropping out of party, adn letting him kill the mobs, eh got everything he needed in about a buff cycle...
There are quests with 100 % drop rate like that to kill the dungeon boss in SODA. The seem not to be affected by your level. Collecting quests without 100 % drop rate tend to work bad if you are out of the level: like collecting Fungus or the Gatekeeper quest for dwarves.

The Dwarven GK quest works out to a quest item drop rate of roughly 50%, no matter if you're barerly allowed to start it (15 or so) or at level 45 (the highest we tested it with).
