Dark Elves have highest offense but lowest defense and hp ( and if you are a mage you have the lowest cast speed ). Beware the low hp and cast speed... it catches up with you.
Elves have the highest evasion, dexterity, run speed, and cast speed... but they have the lowest offense in both physycal and magical skills. Don't be fooled... many people thing these made the best pvp classes.
Orcs have very high natural stats. Their melee classes are heavy hitters with high hp... but they are slow and clumsy... very hard to use... and for the most part, they don't fall into a usable category ( These classes are strong and very fun to play... but they lack a definitive place in parties/ pvp. They are just there ). Orc mages are buffers, debuffers, and nukers. They are especially hardy for a mage class... and their damage output is staggering compared to other "buffer" classes. These are one of the true hybrids ( the only other one being necromancer ). Overlords in parcitular can buff/ heal up to 300 people at once~
Dorfs are the money makers. If you want pvp... unless you like spending millions of adena summoning golems for sieges... don't go for them for pvp.
Humans are the most balanced. Good everything... slowish runners... attack speed.... [crit rate?]. The mages are balanced too... unless you look at the necromancer. Necros are so unbalanced it's not even funny. Combine a nuker with a summoner... add some debuffs... take away elemental nukes and summon buffs and there you have it. A true hybrid class. They can nuke you to oblivion while their summon rapes you... all the while toggling transfer pain so they take half damage ( while their summon takes the other half ). Even if the summon does nothing transfer pain alone makes necromancers overpwered. They will get nerfed soon. They have to.

None are 'Best', some are better and some are worse. That is one of the delights of L2, there is no magic formula, so much depends on the player....and how they have set up their characters.
If you have 1 vs 1 PvP, then daggers and mages and archers are generally conseidered best. Well, that is popular opinion. My dwarf once killed a mage (same level, mage had buff bot) three times in a row before the mage gave up.
If you like to fight, a LOT of your fights will not be 1 v 1, but 2 v 3, or 5 v 5, or more. Different party mixes each time. There are some non-obvious party combos which out perform the ones most think are good, but it really comes down to how good the person at the computer is.

Dwarves aren't super in PvP but stun attack and crazy amounts of HP/CP can make them a real annoyance. We won a siege defense once in spite of losing the throne room entirely because of a single bounty hunter who kept stunning everyone who would try to crest.
Their AOE CP removal skill isn't bad either, it deals quite a decent amount on people who have a lot of CP to begin with.

if thats really your question i would say the orc race as a whole is more overpowered than any other
if you were to ask which class is best you can basically take your pick of any archer or dagger or if you wanted to be a mage either SH or necro since sorc and spellsinger dont solo that good

BTW if you did chose human mage i highly suggest necro since they have a hell of alot more soloablity than a sorceror

what is dorfs doing on that list? lol we're not nukers/mystics, heck even though WS's have golems we're not even considered summoner anymore than the average person summoning a wolf or a hatchling, lol

I find the fun factor of playing a Dwarf quite a bit higher than that of an Orc Mystic. That was just my attempt to show my personal contempt for Orc Mystics is by listing them after Dwarfs.
