Please correct me if I'm wrong, but, if it is true that the official L2 client only allows you to type in about 1 3/4 lines of text in either shout or trade, and you have people that have 3 to 5 lines of text in shout, doesn't that mean they are using a 3rd party program?
I mean to me it's a pretty simple mathmatical calculation. But I report these people all the time and yet they still continue to spew forth their shouts in town.
I petition with the name of the toon, the location, the time, and about 1/2 of what they are saying (I can't get it all in because the petition space is also not long enough to accomodate the length of what they have in shout).
You can use macros to do that. Simply put a macro for chat every other line and the other lines are a shortcut to a bar you don't use. This produces chat that goes off instantly.

Yes but you'll see the toons name before each line. I've seen what he's talking about and yes, it's 3rd party software and a moron.
Some people can type so fast, that they just are too fast for game design limits...well thats what JI10oliil told me anyway when I accused him for using a 3rd party program...I felt so bad for accusing him after that. :(
In game macros have even shorter lengths than actual chat, so that cannot produce the effect that he is talking about. In chat you can get 1 3/4 of text in, but in a macro you can only enter like half a line of text. I've seen these shouts too and I think it's ridiculous that they are not insta-banned as there is no other possible explanation for it.
