I got my orc monk up to level 35 last night and finally got him armor and weapon thats one step below top D grade. But he still is wearing top NG jewels.
When should i be concerned with getting him his graded jewels?
I solo 100% of the time so the only buffs i have are self buffs.

Pre-C grade it's possible to level in areas where mdef isn't a huge issue. Although, if you happen to fight a magic casting mob the difference between top NG jewels and a Elven Jewelry set is *immediately* obvious even though you are still fighting mobs that are L40 and below. Post 40 with NG jewelry is just a prelude to PAIN.
Post-40 there are fewer places without Mage mobs OR mobs which have an alternate 'magic' attack. And if you happen to get a pickup party you will likely be grinding together in a place where there will be mage mobs around. Thus, I consider Jewelry a much greater priority post 40 than before. So even if the mobs you fight only cast 'Slow', you'll be glad if you have some decent jewelry, as it's almost a given that while slowed you will also have to deal with social or aggro mobs who are archers or nukers in that area.
You do have an easy way to cover your bare orc mdef though. The Giran Luxury shop. Like most equipment in the game (If you pay attention to the stats.) there is a pretty big difference between the lowest three grades in terms of equipment stats...but by the time you reach top C grade that difference becomes smaller and smaller for each step up. Thus the difference between top NG and Top D grade is pretty big, but the difference between Top C and Top B is fairly small. And in the same vein, the difference between Top D and Low C is pretty small.
So if you're economizing on Jewelry you have a few choices:
1)Top D +3'd. This can take you through most of C grade, but will start to feel weak as you near L50. Obviously the usefulness of this choice depends on your supply of cheap D grade enchants. (I squirreled a bunch away from old events that actually gave them out fairly frequently for my D grade farming chars.) A +3 Elven set is nice, but extra bonus if you can get Mithril Rings and Omen Beast Earrings instead for cheap. (The Necklace of Darkness is almost impossible to get though....I'm still working on it and my BH is L45 now.)
This is also a good option if you have some alts in D grade that you use to farm cash/mats with and can hand the jewels down to them when you upgrade your 'main'.
2)Low C set. (Bought from the Luxury shop.) Really only good because it's cheap. The mdef of this set is only slightly above the Elven Jewelry set. (Without +'s) Although it makes a fair alternative if you don't have access to cheap D enchants and your low on cash for anything else. Also a fair option if your bypassing the D Jewels entirely.
3)High C set. (From the Luxury shop) If you've saved cash this is probably your best bet. (Buy crystals and get them from the shop.) Mdef is fair enough to get you to B grade and a bit farther if your still short on cash for B grade equipment. By the time you reach A grade it would be good to have at least low B Jewelry, but top B or even A isn't as big a priority as your Jewelry in the C grades. (Although Black ore parts are common enough to make then fairly cheap and easy to make/buy.)
If you find yourself mixing and matching, due to money constraints, prioritize based on what jewelry gives you the most benefit.
Necklaces give the most base Mdef and increase the most per level. Earrings come second and Rings dead last. However, Earrings and rings come in pairs, so upgrading both adds more mdef than the Necklace alone does. Thus, adding +'s to a Earring or Ring is actually better than adding +'s to a Necklace with the rings gaining the most. In order the benefit goes a bit like this in descending order: (Comparing the top D jewels in Giran against the best Luxury shop C Jewels)
2 Earrings (22 mdef)
2 Rings (16 Mdef)
1 Necklace (15 Mdef)
1 Earring (11 mdef)
