One of my friends just started playing L2, so I told him about that he could "borrow" a newbie weapon form one of the newbie guides.

He tell me that they do not offer the weapon.

Has something been changed since the last patch?, is it not possible to borrow a newbie weapon anymore?

This Event usually accompanies the launch of a new chronicle. It may occur when Interlude (next 'major update') hits the live servers. No date on that yet tho.
