undead at that lvl = Dragon Valley

But dragon valley now = no herbs....for some strange unknown reason ncsoft changed it.

The cemetary has undeads but I don't know why you'd want to limit yourself like that. AI is great exp, great quests, I put two nukers through there 40-48

What quests there are in ai location?

44-48 - FoM (first orcs, then ghosts at 46... yah...)
48-52 - outside cemetary (now i mean between plains of *somethng* and cemetary, undead there, espcialyl archers are nice, just gotta avoid stun...)

There's a quest that starts with the trader in the grocery shop and one in the warehouse. The grocery and warehouse gives you money, and the grocery one pans out to another in the armor shop where the rewards from a treasure map and treasure quest include EAC, EAD, and even elven mithril gloves. It's actually a pretty clever quest, I like that one.
