10 minute reuse. They help non robe users well because the amount of mp means more. For someone in robes the amount of mp you get is not much compaired to your max.
ex: On my EE main it doesn't really help, unless i need enough to recall and am dry. On my SR it helps keep my mp up an extra buff set or two.
