Yes it does. If the mob is too high (red) or to low (blue) the spoiling rates are greatly reduced. You'll have to try and spoil it multiple times before you get it to activate on most mobs that arn't white or green to you. Once the spoil condition is active, i dont think the mob level determines what you get.
Spoil succeeding (spoil condition activated) depends entirely on [monster level] - [spoil learn level] e.g. a level 67 bounty hunter has a spoil learn level of 64 (and a spoil festival learn level of 66). For best results, [monster level] - [spoil learn level] should be less than five, although you can spoil things even 10 levels above if you try more than once.
The rate of getting an item from a successful spoil is determined by [monster level] - [character level of the spoiler], and it acts just like drops do.
So, if you spoiled something dark blue, you'd always succeed spoil, but you'd very rarely get an item. Conversely, on a dark red, you'd get items at a normal rate if you succeeded spoil, but you won't succeed spoil often.
I thought of a new question too, (i know your post said it has only with the mons level and your level) but do you think the weapon itself have any effect on the sucess rate of landing spoil? Cause right now im using a NG weapon and im level 26 spoiling greens, and i was wondering if i bought a d grade weapon if id have a higher spoil sucess rate.

Weapon has no effect on Spoil landing rates (Spoil condition has activated.) nor the spoil results. (Mob turns blue, will sweep an item.)
