It says when your pumping and reeling are more than 3 levels above your fishing skill level a penalty will be applied. I haven't seen anything that tells you how to level your fishing. Is it based on how many fish you catch, and if so does it matter if it is with beginner lures or advanced? Or maybe just total time spent fishing to increase levels? Any info would help.
Ehhh, no. You don't purchase levels of fishing, you can purchase fishing expertise up to level 26. You can purchase pumping and reeling. You purchase the initial level of fishing (the active skill at level 1). If you do purchase Fishing (active) level 2 and higher I'd really like to know where.
