Actually i have a skill enchanted to Power +1.
If i enchant again this skill and fail,
do i return to Power 0 or do i stay at Power +1 ???

If you fail an enchant on a skill, you go back to +0.

The offical text says: "the skill will revert to the pre-enchanted state".
If I try Power+2 Why "Power+1" is not "the pre-enchanted state" ?

It means, you go back to square 1. Pre-enchanted = pre-plusone.

pre-enchanted state means before any enchants, thus +0.
