Your find PVP on every server.... I would look over each personality thread in the server forums.
Example: Bartz Server Personality

Try Hindemith, Although if you are from Europe you may want to try one of the European servers.( Teon or Franz )

The one with lowest ping for you.
Teon and Franz are Euro timezone based servers in Germany.

And please remember that the game has been out for a while so the new player areas will be a bit thin.
But trust me, everyone is "elsewhere".
