The fishing thing that makes your worse at it or something
does that deal with pumping/reeling or just fishing experience

Fishing level affects the level of the fish. Pumping and Reeling affect the damage you do to the fish.

so it doesnt matter if i have pumpin/reeling lvl 5 or so it skill of fishing lvl 1 i can still catch low lvl fish?

I thought to high of a fishing skill hurts you on low level fish...

What issue are you having.... To reel in the fish?

I did some research and the answer to your question is yes....

If you train your skills to high it can affect the landing of low level fish.

Fishing expertise should be kept near the levels of pumping and reeling. (As the skill descriptions note.) To great of a difference and you recieve a penalty. I tend to have pump/reel no more than 3 levels over expertise. (AKA 'Green'/'Yellow', like fighting mobs.)

If you want to go for lower level fish, NC added "Fisherman's" potions to temporarily lower the level of fish you get. (Personally, I'm just having each of my characters learn a different max level of fishing, so I don't need to buy or futz with the potions.)
