enchanting non-lvled skills....

ok this is gonna be a hard question to ask and might be abit confuseing

basically i want to know what happens if you enchant a skill at third class which hasnt been lvled all the way to 74

my problem is that i really cant spare the sp to lvl certain esential skills and would like to maybe bypass that with abit of overenchanting

so heres an example
at lvl 76 you can enchant a summon to be +1
at +1 the summon will be lvl 78 with about 20% better stats than your old lvl 74 summon. but.....
what if you only lvled your summon to lvl 40?

again
wrath at max lvl takes away 30% cp, for every + on the skill i hear it takes away 2% more for a max cp removal of 50%
what if your wrath is only high enough to remove 10% and then you enchant it?

no idea if anyone knows the answer to this but thx for any help
I don't think you can enchant skills you haven't learned to max lv.
I can't confirm it but thats what I believe, because eg SE, EE can't enchant heal because they NEVER learn the highest lv of it, only bishop do. EE, SE can only enchant completely useless crap, like Buffs for a few sec longer or less MP... insane waste of cash.
