Lv / Effect ?

It may sound like a noob question, but, well, i've only been playing for 8 or 9 months so i'm still kinda noob Lineagely-speaking :p
So, what is the difference, in the Skills, the Herbs, etc..., between Lv (level i guess) and Effect ?
For example, Herb Of Speed : Lv 1 / Effect 2 ?

Herbs are the same for all levels. They always give the best effect.

i think the only difference is the herbs of health and mana that may be level dependent on how much it restores but that would be based on where your leveling..or at least that seems to be hows its been working for me.... as for herbs of speed, casting speed and etc...im pretty sure it just casts a certain buff on you no matter wat for example herb of speed is effect 3 and will always be effect 3 whenever you pick it up...the only other difference i could think of is how there is the herb of restoration, superior herb of mana or health and etc which restores much more then usual (in the case of those two it restores everything to the top i believe)

with skills its the same

lvl of skill and effect lvl

ie slow lvl 5 / effect 3

So "Level" is just the level of the Skill, i got that, but what about "Effect" ?
Is there a chart somewhere that says "Effect 1 will do that much damage, Effect 2 will do that much damage, ..." ?

no not really
as far as herbs go they effect a lvl 1 toon as much as a lvl 80
deifference is in the hp/mp pots which restore a % of your total hp/mp
