at the end it says I have to use this Seal Sword to kill Jejuel. Do I have to actually swing the sword to kill Jejuel as a wizard ? or I just have to have it equiped on me (so I can use blaze to kill him) to complete the quest ?

Equip it. You can still cast spells. You can also use no grade blessed sps.

ngsps has exactly the same effect as dsps does

The quest weapon that you are given is a No Grade weapon. So you can use No Grade Blessed SPS and no grade soulshots when using it.
